There are over 3,780 large taxpayers and many are not compliant to the Bureau of Internal Revenue Regulation 9-2009 requiring large taxpayers to have a Computerized Accounting System (CAS). This becomes relevant also to the top 500 medium-sized provincial taxpayers in every revenue district which has the equivalent classification of a large taxpayer. Compliance among many is a challenge due to the difficulty of the requirements!

With the activation of the BIR special task force called Computerized Systems Evaluation Team (CSET) to monitor medium and large taxpayers, there will be more active campaigns and stricter enforcement from the tax authorities.

This one-day training is to provide guidance and assistance to the large taxpayers to help them hurdle compliance issues. This lecture will include discussions on the regulations and rulings, presentation of the challenges of getting BIR CAS accreditation and how to prepare for the actual system demonstration required by the BIR. • Updates and discussion of BIR regulations and rulings related to CAS.

Session 2
• What is a Computerized Accounting System?
• Discuss the process and the requirements.

Activity:
• Give out copies of the CAS requirements for the participants to go over and check.
• Open the floor for questions and discussions.

Session 3
• Show sample model of tax reports generated by the system.

Activity:
• Give out copies of the tax reports generated by the system for the participants to go over and check.
• Open the floor for questions and discussions.

Session 4
• Discussion of actual scenarios and cases of CAS accreditation
• Show sample power point presentation and perform a sample CAS demo.

Q&A: The lecturer will provide opportunities for a question and answer segment at the end of each topic.

Lecture Break time: There will be a 20-minute break in the morning and afternoon sessions and a one hour lunch break from 12 noon to 1pm.

Those from government are exempted from the P2,800.00 per day limit set by COA for attending training provided by the private sector based on the NEW Department of Budget and Management Circular No. 596 dated January 20, 2025.

Attending this training is not covered by the newly-enacted Procurement Law (R.A. 12009) based on its IRR’s Section 4.4-b, which classifies training continuing education, conferences and similar activities as "non-procurement activities that shall be governed by applicable COA, CSC, and DBM rules".
