The doctrine of Complete Staff Work (CSW) is a doctrine of any well-run office. It is a principle of management which states that subordinates are responsible for submitting written recommendations to superiors in such a manner that the superior need do nothing further in the process than review the submitted document and indicate approval or disapproval.
In Complete Staff Work, the subordinate is responsible for identifying the problem or issue requiring decision by a higher authority. In written form such as a memorandum, the subordinate documents the research done, the facts gathered, and analysis made of alternative courses of action. The memo concludes with a specific recommendation for action by the superior.
Once completed, the subordinate presents the options and recommends a solution, in such form that all that remains to be done on the part of the boss is to approve or disapprove the completed action.
Here in the Philippines, CSW was popularized by former President Fidel Valdez Ramos and institutionalized by succeeding presidents with several directives including the recently-issued Malacañang Memo Circular 72 on November 15, 2019 strengthening the standards of CSW to ensure efficient and effective delivery of crucial government programs.

In his 43 years of service at the Development Academy of the Philippines (DAP), he served as assistant to the president (Chief-of-Staff and Head Executive Assistant) performing complete staff work to 4 of its presidents for 25 years. He rose from the ranks serving as director, vice-president, senior vice-president until he became its seventh president for 11 years under 3 Philippine presidents, making him the longest serving president of DAP.
She is the director in-charge of the learning and training methodology at the Center for Global Best Practices.
She has been working in the development field for the last 35 years, 24 of which were with the Development Academy of the Philippines (DAP). She was s a member of DAP’s technical and management team responsible for conceptualizing, developing, managing, and/or implementing projects funded by the Philippine government and international funding agencies, in the areas of, but not limited to, human resource management and development, organizational development, information-education- communication, and research.
She specializes in learning and development with focus in training program design and manualization, training of trainers (training management, presentation skills, facilitation of training), content expertise include values development, customer service, stress management, team development and strengthening, and technical writing, adept in learning facilitation using the adult learning approach and methodology.
She is in-charge of the Productivity and Quality (P&Q) improvement at the Center for Global Best Practices.
She is an independent consultant and trainer since April 15, 2010. She has worked at the Development Academy of the Philippines (DAP). She is also theTechnical Expert of the Asian Productivity Organization and she specializes in Implementing Productivity & Quality tools and approaches such as 5S, Quality Circle, Suggestion Scheme (SS), TQM, ISO 9001-Quality Management System (QMS), Quality Management Assessment (QMA).

Objectives of the Training By the end of the training, the participants shall have: 1. Learned, understood, appreciated and imbibed the basic CSW concepts, principles purposes, forms and practices, i.e.: CSW-101; 2. Been provided with the knowledge and an experiential learning opportunity to walk-through the crux of CSW, i.e., Problem Analysis or PA; Decision Analysis or DA; Potential Problem Analysis or PPA (now called Risk Management); 3. Gained confidence in applying the CSW knowledge and learnings in their real work situation; 4. Been given a workable understanding and appreciation of related CSW allied concerns, i.e.: Technical/ Business Writing and Effective CSW Presentation and Meeting Management, which clearly, simply and concisely documents and presents the problem situation, the analysis made, the options generated, the potential risks and mitigating action, and the recommended preferred decision for discussion and approval in meetings; 5. Developed an action plan to apply CSW in the work situation; and Training Methodology This training workshop will employ lecture-presentations, test questionnaires, and back-at-work planning. The participants will be provided a printed lecture guide to maximize their learning! The Role and Importance of Meetings in CSW: The Process by which PA, DA, and PPA are formally presented, discussed, considered, and approved CSW recommendations b. Important Information on Meetings - Follow-Through Activities • What are the follow-through activities which have to be done after the meeting? • Who is going to do the follow-through activities? • Why do we need to do these follow-through activities? • How and when are follow-through activities to be done?
