The conduct of the Baseline Assessment of Internal Control System (BAICS) is required by DBM for all government agencies, GFIs, GOCCs, and SUCs. It is to be carried out by the Internal Audit Services or unit (IAS / IAU). Their baseline assessment report shall assist the Head of Agency or Offices in strengthening the internal control system of the entire organization.

BAICS is a critical component and a prerequisite to strategic planning, creating a budget reform roadmap and action plan.

This 5-session training is to strengthen internal control system and effective functioning of the IAS as part of COA’s 2022 strategic plan.
