Beginning 2026, all GOCCs, GFIs, GICPs, GCEs, and their subsidiaries are required under Governance Commission for GOCCs (GCG) Memorandum Circular No. 2025-01 and the Advisory dated 01 July 2025 to attend WHIP capacity-building training and fully implement the Whistleblowing and Integrity Program (WHIP). This mandate includes adopting WHIP policies, establishing whistleblowing channels, creating reporting and monitoring systems, and instituting organization-wide integrity safeguards, with clear regulatory expectations for full compliance starting 2026.
