The Implementing Rules and Regulations (IRR) of RA 9514, or the Fire Code of the Philippines, serves as the framework that guides the BFP in the implementation of the law to ensure public safety and to promote economic development through the prevention and suppression of all kinds of destructive fires. To strengthen various provisions of the IRR due to the demand of technological changes in building designs and constructions, revisions were made effective October 16, 2019.

This 3-session webinar is to ensure compliance and avoid costly mistakes. The training will walk you through the IRR and its essential revisions based on the previous IRR so that each of the rules, divisions and sections of RA 9514 will have clarity to ensure adherence to the updated standards of fire prevention and safety measures, and promote utmost accountability. This training is applicable to all those in the government and private sectors.

Supt. Anthony R. Arroyo


He is the City Fire Director of the Makati City Fire Station. He was a member of the Fire Code Technical Staff – Technical Working Group (FCTS-TWG) that crafted the Revised Implementing Rules and Regulation of the Fire Code of the Philippines Revised 2019.

He also previously served as the Chief of the Intelligence and Investigations Unit, and Chief of the Fire Safety Enforcement Section of Pasig City Fire Station; City Fire Marshal of the Tanauan City Fire Station, Batangas Reg. IV-A; and Chief of the Fire Safety Enforcement Branch of Quezon City Fire District.

He finished a Bachelor of Science Degree in Electrical Engineering, a Cadetship Program with Philippine National Police Academy, and a Master’s Degree in Business Administration.

The training fee for this program is within the ₱2,800.00 daily limit set by the Commission on Audit (COA) for government attendees, in accordance with the NEW Department of Budget and Management Circular No. 596 dated January 20, 2025.

Attending this training is not covered by the newly-enacted Procurement Law (R.A. 12009) based on its IRR’s Section 4.4-b, which classifies training continuing education, conferences and similar activities as "non-procurement activities that shall be governed by applicable COA, CSC, and DBM rules".
