Beginning 2026, all GOCCs, GFIs, GICPs, GCEs, and their subsidiaries are required under Governance Commission for GOCCs (GCG) Memorandum Circular No. 2025-01 and the Advisory dated 01 July 2025 to attend WHIP capacity-building training and fully implement the Whistleblowing and Integrity Program (WHIP). This mandate includes adopting WHIP policies, establishing whistleblowing channels, creating reporting and monitoring systems, and instituting organization-wide integrity safeguards, with clear regulatory expectations for full compliance starting 2026.

Public Officials and Employees

• Overview of RA 6713 and its purpose in public service.
• Core ethical principles: honesty, integrity, professionalism, and loyalty to public interest.
• Disclosure requirements: Statement of Assets, Liabilities, and Net Worth (SALN).
• Conflict of interest and prohibition of outside employment.
• Accountability measures and penalties for violations.
Module 2: Laws Against Graft, Corruption, Bribery, Malversation, and Plunder

• Overview of relevant laws:
- Anti-Graft and Corrupt Practices Act (RA 3019)
- Malversation provisions in the Revised Penal Code
- Plunder (RA 7080)
- Bribery and influence peddling
• Legal consequences for violations.
• Governance measures to prevent corruption: internal controls, audits, and accountability mechanisms.
Module 3: Laws Against Sexual Harassment and Safe Spaces Act

• Anti-Sexual Harassment Law (RA 7877) and Safe Spaces Act (RA 11313)
• Definition and examples of sexual harassment in the workplace.
• Obligations of employers and employees under the law.

Module 4: Fraud Prevention and Whistleblowing (WHIP)

He is a former Commissioner of the GCG, where he played a key role in overseeing the performance, governance standards, and accountability mechanisms of more than 100 GOCCs nationwide. His work involved reviewing corporate governance practices, evaluating performance scorecards, and ensuring that GOCCs adhered to the mandates of the GOCC Governance Act of 2011.
She is a dynamic lecturer specializing in Gender Sensitivity and Laws on Women and Children's Rights. She is a private practitioner, Chief Legal Officer of a global company, Chairman of ICON Iloilo Power and Electric Corporation, Founder of Summit Structures Corporation, trained arbitrator, book author, bar review lecturer, and an Associate Professor of law. She has completed her Doctor of Civil Law degree from UST Graduate School of Law.
He is the author of three books entitled “A Practical Approach to Enterprise Risk Management”, “Piercing the Numbers - Fraud and Forensics” and "From Risks to Opportunities: Integrating Sustainability into Enterprise Risk Management". He is a CPA, risk management expert, and former Partner of SGV & Co., where he served as its first Chief Risk Officer and Ernst & Young’s ASEAN Risk Management Leader.
