The 2019 Revised Corporation Code of the Philippines that took effect on February 23, 2019 has tremendous impact on all corporations in the Philippines. This new legal framework introduces fresh concepts aligned with international best practices aimed at improving ease of doing business in the country. He was the Chairperson and Chief Executive Officer of the Securities and Exchange Commission (SEC) from 2018 to 2025. As the first CPA-lawyer appointed to the position, he led the SuperVision 2025 agenda and spearheaded a comprehensive digital transformation of the Commission.
Under his leadership, the SEC rolled out successive reform initiatives that enhanced operational efficiency, including the integration of blockchain technology into regulatory processes and the promotion of sustainable corporate governance practices.
His tenure culminated in seven consecutive years of unmodified audit opinions, underscoring strong financial stewardship and sound institutional management. In recognition of his exemplary public service, he was conferred the highest honor in "The Outstanding Filipino (TOFIL) Awards" in 2024. In 2025, he was recognized as Blockchain Leader of the Year for pioneering the integration of blockchain technology into SEC operations.
Prior to his appointment as Chairperson, Atty. Aquino served as an SEC Commissioner beginning in December 2016, where he was a strong advocate of investor protection and regulatory enforcement.
Earlier in his career, he rose through the ranks of the Commission, becoming the youngest Director of both the Prosecution and Enforcement Department and the Non-Traditional Securities and Instruments Department.
