This three-session webinar-workshop will equip local government units in the barangay, municipal, city, provincial and regional levels with the necessary skills and knowledge to develop, refresh, update effectively its annual Disaster Risk Reduction and Management Plan (DRRMP) as mandated by the Philippine Disaster Risk Reduction and Management Act (Republic Act No. 10121). The law underscores the importance of capacity building and preparedness, which this workshop aims to achieve.
Participants will learn the key principles of disaster risk management, enhance their ability to assess risks, set strategic objectives, develop actionable strategies for planning and implementation, optimize resources for disaster preparedness and response ensuring compliance with national policies and bolstering community resilience.
By the end of the webinar, participants will be able to use the tools, techniques, and best practices to draft a practical DRRM plan and apply learned concepts customized to their local context.

He is the Acting City Administrator and City Legal Officer of the City Government of Pasay. He is currently a Dean at the School of Law at City University of Pasay. He also teaches at the University of the Philippines National College of Public Administration and Governance on Public Fiscal Management and Project Management. He has played a key role in developing critical local governance instruments, including Local Disaster Risk Reduction and Management Plans (LDRRMP) among many others.
He holds a Ph.D. from the University of the Philippines-Diliman and a Master of Laws (LL.M) from the San Beda Graduate School of Law. He is an awardee/ holder of the Professorial Chair of the University of Makati – College of Continuing, Advanced, and Professional Studies.
