The Local Government Code of 1991, section 50 (b)(4) states that:

"The rules of procedure shall provide for the parliamentary procedures which include the conduct of members during sessions."

Understanding Robert’s Rules of Order aligned with the LGUs specific internal rules of procedures is essential for you to actively participate in deliberations and policy-making to craft meaningful ordinances and resolutions. A skillful use of the tools and techniques you will gain from this pioneering program will make you a very effective legislator, debater, and leader.

This special training is to equip all elected local government officials, officers, members of local legislative bodies and its committees with the right skills necessary for the efficient and orderly conduct of sessions and meetings.

The budget to enroll in this program can be sourced from the LGU personnel development funds or the office of the Sanggunian for training and seminars.

Course Directors & Lecturers:

DR. SOC ANTHONY MA. DEL ROSARIO, MPA, D.E., PDBA, D’Tech
is the author of the book, How to Handle Sessions and Meetings Fast and Easy which was published in 2021. He will share his best practices based on his experiences as administrator of CDA, OIC governor of Misamis Oriental, Sanggunian member in Panlalawigan, Bayan, and Barangay as well as having studied various legislative bodies and cooperative organizations in Austria, Belgium, Paris, Spain, Rome, Vietnam, Cambodia and many other countries.

He is an educator whose passion is teaching parliamentary rules to LGU officials and cooperatives. He is founder, Chairman and CEO of the Asian Business Cabletow Cooperative Academy.

Rationale: Verbal wrangling, chaos and divisiveness often result during sanggunian sessions, conferences, assemblies, due to non-observance of proper procedures. It is observed that many organizations often come out of a meeting with the agenda unfinished. This is mainly due to the lack of the mastery by the members of the rules to observe in order that business may run smoothly and expeditiously.

This special training for deliberative bodies sets the following objectives:

     1. To teach participants parliamentary rules and procedures as mandated in the Local Government Code.
     2. To enable attendees to be an effective parliamentarian.
     3. To enable the sanggunians and other assemblies to have orderly sessions and meetings.
     4. To protect the rights of each member of the deliberate bodies.
     5. To preserve the spirit of harmony within the sanggunian or organization.
     6. To determine, in an orderly manner, the will of the majority.
