The main objective of the course is to enhance the knowledge of the officials of the Local Government Units on the allocation, utilization and most importantly audit of GAD budget in accordance with pertinent laws, rules, policies and guidelines set by the government.

The 3-hour lecture via Zoom will provide the participants with clearer understanding and application of the guidelines related to GAD planning, budgeting and use of the mandatory GAD Fund allocation. The discussion will include updates and the audit guidelines of GAD Budget to preclude agencies from receiving notices of suspensions and disallowances.

This is a must for all heads and member of GAD focal point system technical working group, budget, planning, finance, accounting and administrative office.
Course Director & Lecturer:
Lourdes Magno Castillo, CPA, Ph.D
was an Assistant Commissioner in the Commission on Audit (COA) and was assigned as Head of the Government Accountancy Sector and Former Chair of the COA GAD Technical Working Group of the COA GAD Focal Point System.

She was awarded as one of the Ten Outstanding Men and Women of the Commission and as 2018 “Katangi-tanging Pinuno”. She is also one of the four recipients of a Plaque of Recognition for exemplary performance on gender mainstreaming given by the Philippine Commission on Women in 2019.

She was a Professor at the Graduate School of the UP National Center of Public Administration and Governance and a resource person and lecturer in Accounting and Auditing-related subjects, GAD, Human Resource and COA Senior Executive Development Program.
