The Implementing Rules and Regulations (IRR) of RA 9514, or the Fire Code of the Philippines, serves as the framework that guides the BFP in the implementation of the law to ensure public safety and to promote economic development through the prevention and suppression of all kinds of destructive fires. To strengthen various provisions of the IRR due to the demand of technological changes in building designs and constructions, revisions were made effective October 16, 2019.

Supt. Arroyo is the City Fire Director of the Makati City Fire Station. He was a member of the Fire Code Technical Staff Technical Working Group (FCTS-TWG) that crafted the Revised Implementing Rules and Regulation of the Fire Code of the Philippines Revised 2019.
He also previously served as the Chief of the Intelligence and Investigations Unit, and Chief of the Fire Safety Enforcement Section of Pasig City Fire Station; City Fire Marshal of the Tanauan City Fire Station, Batangas Reg. IV-A; and Chief of the Fire Safety Enforcement Branch of Quezon City Fire District.
He finished a Bachelor of Science Degree in Electrical Engineering, a Cadetship Program with Philippine National Police Academy, and a Masters Degree in Business Administration.
