Effective October 6, 2020, all government entities and prospective bidders must use the new bidding documents for the procurement of goods and infrastructure. New documents, new rules!

This 3.5-hour online training program aim to guide participants and enhance their skills in the preparation and use of the new Philippine Bidding Documents (6TH EDITION). This program is designed to help the procuring entities adequately prepare a set of bidding documents that will be responsive to the needs of the end users and to allow the prospective bidders prepare bids that will be responsive to all the requirements for the procurement thereby increasing their chances of winning the bid for government projects.

Failure to successfully conclude procurement projects are normally due to faulty crafting of the requirements in the bidding documents and the disqualification of bidders are attributable to inability to align their bidding documents to the procurement guidelines. We’ll walk you through the documentation to align your bidding documents with the 2016 Revised IRR of RA 9184. Enroll in this training program to ensure your success!

Course Director & Lecturer:
ATTY. ZOILO L. ANDIN, JR.
– He is a practitioner, lecturer, consultant, and adviser to many national and local government agencies, private companies, and law firms on procurement law. His expertise in public procurements was honed by his former government positions:

• President and Chief Operations Officer, NORTHRAIL Corporation
• Deputy Administrator, Metropolitan Waterworks and Sewerage System
• Executive Director of the National Solid Waste Management Commission and
   the Pasig River Rehabilitation Commission

After leaving government service, he earned his Public Procurement Specialist Certification from the Government Procurement Policy Board (GPPB) and National Engineering Center of the University of the Philippines (UP-NEC) and has since become a regular lecturer on Government Procurements for the MCLE Programs of the UP College of Law and the Ateneo School of Law.

COURSE OUTLINE

OBJECTIVES

    1.   To provide better understanding of the various provisions of the Philippine Bidding Documents (PBDs)
          for the procurement of infrastructure projects;
    2.   To help the procuring entities adequately prepare a set of bidding documents that will be responsive
          to the needs of the end users; and
    3.   To allow the prospective bidders prepare bids that will be responsive to all the requirements for
          the procurement thereby increasing their chances of getting government projects.


TOPICS TO BE DISCUSSED:


    1.   Legal Reference

            - This will give the participants an understanding of the legal basis for the use of the bidding documents
              and its significance in the success of the procurement process. Discussions will give particular emphasis
              on the changes that have been made in the 5th Edition of the PBDs resulting in the issuance of the 6th
              Edition of the PBDs.

    2.   Preparation of Bidding Documents for the Procurement of Infrastructure Projects as they relate to the conduct
          of competitive public bidding.

            - These sessions will provide discussions on the salient provisions of the bidding documents for
              Infrastructure Projects or civil works as enumerated below. Discussions will include concepts and
              applications such as, but not limited to, relevant period, similar contracts, single largest completed contract,
              and many more. This will include common errors encountered and the corresponding solutions.
