The Department of Budget and Management (DBM), under the Manual on the Setting Up and Operation of LEEs issued in 2016, requires all LGUs to have a comprehensive business plan when creating and operating your local economic enterprises (LEEs).
This three-session webinar will help LEEs comply with the indicator for policy-based budgeting in the Public Financial Management Assessment Tool (PFMAT) promulgated by the DBM. Not only that, it will help you ensure that your LEEs will operate long term to guarantee profitability and augment source of local revenues. This will also give you a broader perspective in planning, starting and managing your economic enterprises. You will learn how to identify the criteria that will determine the need for LEEs, how to prepare a business plan and overall feasibility for each enterprise, and how to assess their operations.

Course Director & Lecturer: Rufo R. Mendoza, PhD, CPA. He was Chair of Finance & Accounting Department and Program Director in Public Finance at the Asian Institute of Management. He also served as the Vice Chair of the Professional Regulatory Board of Accountancy and the Chair of Continuing Professional Development (CPD) Council for Accountancy. He was Senior Consultant in different international development organizations like the World Bank, UNDP, AusAid, USAid, and European Commission. He was also a graduate school professor at the Ateneo de Manila University's School of Government, UP Open University, and UP Los Baņos.
As part of the USAID and ADB projects, he was tapped to train and coach several LGUs in the crafting of their business plans for LEEs. His consulting experiences include risk management, internal controls, and internal audit in private institutions, local government units and national government agencies.
He was also awarded as Outstanding CPA in Professional Development in 2008 and Outstanding CPA in Government in 2010 by the Philippine Institute of CPAs.
Presently, he is a National Capacity Development Expert in Public Financial Management at the Asian Development Bank.
