Through its "Build, Build, Build" Program, the Duterte Administration aims to alleviate poverty, address the infrastructure gap, and increase the global competitiveness of the Philippines through the Public-Private Partnerships (PPPs & Hybrid PPPs) at the national, LGU, and GOCC level.

With more PPPs expected to be implemented and billions of transactions at stake, there is a great opportunity and demand for PPP consultants and experts to help guide governments and investors succeed on these PPP initiatives.

Filling the PPP capacity gaps and increasing the Tribe of PPP Champions

There is demand to develop PPP specialists or advocates who can masterfully lead their respective public and private sector organizations to structure PPPs effectively.

There is a need for a Philippine-based, intensive, and comprehensive PPP capacity building program to skillfully train participants to become Certified Public-Private Partnership (PPP) AdvocateTM or Certified PPP AdvocateTM.


With the objectives of filling this PPP Capacity Gap locally, of encouraging more participation and healthy competition in the "Build, Build, Build" Program and of increasing the tribe of PPP champions who will be at the forefront of their respective organizations' quest for PPP projects, Atty. Alberto C. Agra, the Center for Global Best Practices (CGBP), and Quantum Prisms Consulting Inc.(QPCI) have joined forces to roll out the Certified PPP AdvocatesTM Course or C3PAC.

The PPP Certification Program

The C3PAC uses a "ladderized" approach that requires the participants to complete the earlier module.

Participants who complete the three modules and pass the final assessment certification examination will be conferred the status of "Certified PPP AdvocateTM."

Attendees from the government are exempted from the P2,000.00 limit for attending training provided by the private sector based on Department of Budget and Management Circular No. 563 dated April 22, 2016.

C3PAC is designed to be a master-class on PPP that consists of three modules. The participants shall have the following take-aways per module of two-day session:

About the Course Director and Trainers

This PPP Certification Module 1 Program led by Atty. Alberto C. Agra who is known as the only 1 of the 2 in the world with the qualification of being both a PPP certified specialist and PPP regulations specialist. Among his many achievements are the following:

Module 2

Lecturer 1: RUFO R. MENDOZA, PhD, CPA
He was the Chairman of Finance and Accounting Department and Program Director of the Master in Development Management in Public Finance at the Asian Institute of Management. He was the Vice Chair of the Professional Regulatory Board of Accountancy and the Chair of Continuing Professional Development Council for Accountancy.

His consulting experiences include engagements with The World Bank, Australian Agency for International Development, United States Agency for International Development, United Nations Development Programme, and European Commission.

He has written four books and 21 research and technical papers. He was a national awardee as Outstanding CPA in Professional Development (2008) and in Government Service (2010) of the Philippine Institute of Certified Public Accountants. He has also received the Distinguished Alumnus Award from the University of the Philippine Los Baños. He is a member of three international honor societies: Pi Kappa Pi, Pi Gamma Mu International Honor Society in Social Sciences, and Gamma Sigma Delta Honor Society of Agriculture.

Lecturer 2: ATTY. ZOILO L. ANDIN, JR.
Zoilo L. Andin, Jr. earned his law degree from the Ateneo de Manila University School of Law in 1989 and his degree in Bachelor of Science in Business Management (BSBM) in 1985 from the University of the Philippines. Armed with his experience as a litigation lawyer, he entered government service in 2001 where he developed a range of expertise best illustrated by the offices that he joined: Relocation, resettlement and socialized housing of Informal Sector Families at the National Housing Authority (NHA); Policy and Program reform in Waste Management at the Department of Environment and Natural Resources (DENR); Program and Project Management at the Pasig River Rehabilitation Commission (PRRC) and at the North Luzon Railways Corporation (NorthRail); and Policy, Program and Project Development and Management in the Water Sector at the Metropolitan Waterworks and Sewerage System (MWSS). With his evolved expertise, in project development, procurement, and private sector partnership, he earned his Public Procurement Specialist Certification from the Government Procurement Policy Board (GPPB) and National Engineering Center of the University of the Philippines (UP-NEC) soon after his return to the private sector in April 2018. He currently serves as consultant and adviser to private companies, law firms, national and local government agencies and as lecturer in public procurement.

Module 3

Wilman C. Pollisco is a lawyer who graduated from the Ateneo de Manila University with a Bachelor of Laws degree in 1989 and passed the Bar Exams given on the same year. For his pre-law, he graduated from the University of the Philippines at Los Baños with a degree in Bachelor of Science in Biology in 1985. He has extensive experience in several fields, one of which is the environment and natural resources sector where he was engaged in various development and environmental projects. Among the areas covered are natural resources management, protected area management, environmental management, environmental governance, environmental law enforcement, and the water sector. He also taught Environmental Law at the Pamantasan ng Lungsod ng Maynila (University of the City of Manila), College of Law. He is currently the local government unit and civil society organization (LGU/CSO) engagement specialist of the USAID Protect Wildlife Project.

Lecturer 2: ELMER S. MERCADO
Elmer Mercado has more than 25 years field and management experience as team leader and subject matter expert in natural resources and environmental safeguards, management and governance; land management, use and land governance, integrated ecosystems and climate change resiliency/ disaster risk reduction management and planning, local governance and decentralization; institutional development, training and capacity building; social marketing/communications, policy advocacy/ social mobilization/ coalition building; social sector safeguards and development; and project and programme preparation, development, results monitoring and evaluation. He has worked with major multilateral and bilateral donor agencies such as the World Bank, Asian Development Bank, UNDP, European Union, USAID, AusAID, Canadian International Development Agency (CIDA), DFATD-Canada, GIZ, IFAD, JICA, among others.

He was Undersecretary’s for Field Operations and later on Environment and Programme Development for the Department of Environment and Natural Resources (DENR) from 1998-1999 as well as Chief of Staff in the House of Representatives and Senate of the Philippines for the chambers’ respective Office of the Majority Leader.

He currently serves as Senior Land Management Specialist to the World Bank technical assistance team to Task Force Bangon Marawi’s Sub-committee on land resource management, working on addressing issues to land tenure and security, resettlement, land conflict resolution and land acquisition issues and allocation management.
