was Commissioner of Internal Revenue from 2009 to 2010. He also served the government in various capacities in this agency and as chairman of the Board of Accountancy. He ranked number 1 in the 1979 Philippine Certified Public Accountant Licensure Examination.

Joel has a degree in Business Administration and Accountancy from the University of the Philippines, where he graduated cum laude. He also took his MBA from this institution. He completed the International Tax Program and the Program on Information Technology for Fiscal Systems in Harvard University. Presently, he is a partner in charge of tax services at Reyes Tacandong & Co.
