Course Description

In support of the current administration’s thrust to improve the regulatory and policy environment for investments, particularly those pertaining to Public-Private Partnerships (PPPs) and infrastructure, the National Economic and Development Authority (NEDA) released last April 25 the “Revised Guidelines and Procedures for Entering into Joint Venture (JV) Agreements between Government and Private Entities”.

In this half-day webinar, we will explain and provide you the interpretations of this revised regulation which superseded the 2013 version. We will discuss JV -- as one of the most sought after PPP arrangements by GOCCs -- the evolution of its guidelines and procedures released in 2008, 2013 and 2023, legal ways to shorten the process, and the modified requirements and approval requisites.

Atty. Alberto C. Agra


He is a Certified PPP SpecialistTM and Certified Regulation SpecialistTM, a law professor, a Law-for-All Advocate and Author, a sports servant-leader, and a masters obstacle sports athlete and throws pentathlete.

Since 2014, he has conducted more than 376 lectures on PPPs. He has developed 35 PPP frameworks including a template PPP ordinance, which to date, has been referred to by 116 provinces, cities and municipalities.

He is the incumbent chairman of the board of the Philippine Reclamation Authority, the infrastructure development authority focused on reclamation. His prior government positions include acting Secretary of Justice, acting Solicitor General and Government Corporate Counsel.

He is a political law bar reviewer and professor of laws at the Ateneo de Manila Law School since 1993 on administrative law, law on local governments, election law and PPP law. He also teaches at the Pamantasan ng Lungsod ng Maynila and University of the Philippines.

Attendees from the government are exempted from the P2,000.00 limit set by COA for attending training provided by the private sector based on Department of Budget and Management Circular No. 563 dated April 22, 2016.

Attending this training is not covered by Philippine Procurement Law or RA 9184 based on its Revised IRR’s Section 4.5-b. which classifies training continuing education, conferences and similar activities as "non-procurement activities that shall be governed by applicable COA, CSC, and DBM rules".
