Pursuant to Republic Act 7166 and COMELEC Resolution 9476 with the strict implementation of COMELEC for the 2019 elections, all winning and losing candidates both local and national, as well as all political parties must file their Statement of Contributions and Expenditures (SOCE) within 30 days after the election. Non- compliance for candidates means that one cannot assume their elective post and with fines up to P60,000 as well as perpetual disqualification from holding an elective post. You should prepare for this at least one year prior to the election given that there are finance campaign regulations that you have to strictly comply with that can cause your disqualification from running for office.

In this one-day training, we will teach you how to prepare the 11 forms required for SOCE. We will clarify officially what are the lawful and unlawful campaign paraphernalia, and the limits of expense, time and space for political ads such as billboards, streamers, movies, documentaries, radio, TV, newspaper, and other social media that will all need to be reflected in your SOCE. Learn all these in this comprehensive training including valuable advice, tips, and insights on how the COMELEC will counter-check and catch violations.

Lecturer 1: Atty. Ferdinand T. Rafanan - Director IV, Head of the COMELEC Law Department until July 2011. He will share all his knowledge, experiences, & lessons you must learn and actions you must do now in preparing your SOCE. He was Chairman of the Special Bids & Awards Committee of COMELEC to select the Automated Election System for the May 10, 2010 elections. He's an MCLE Lecturer in Election Law and the Law on Automated Elections. He conceptualized the "ELECTVOICE" (Election Law Enforcement and Compliance Thru Voters Instruction and Candidates Education). He graduated from UP Law in 1983 as an Owen White-Peter Doyle Scholar.

Lecturer 2: Atty. Hardy B. Aquende, CPA, Esq. - is a certified public accountant, a Philippine lawyer and an esquire (a New York lawyer). He took his Juris Doctor at the UP, his BS Accountancy degree at the De La Salle University where he graduated with honors and his Masters of Law in International Taxation at the New York University School of Law, also at the top of his class. He recently returned as a Senior Executive Fellow at the Harvard Kennedy School of Government. He was formerly a corporate/tax associate at the ACCRA Law Offices-the country's largest and leading law firm. He served the government as a Special Prosecutor of the Department of Finance-BIR. Currently, he is the youngest Chief Legislative Officer of the Philippine Senate under the Office of Sen. Juan Edgardo Angara who is pursuing tax reforms for the country.
