What is CPE?

There are 3,708 large taxpayers and many are not compliant to the Bureau of Internal Regulation 9-2009 requiring large taxpayers to have Computerized Accounting System (CAS). This compliance will also become a requirement in 2018 for the top 500 identified medium-sized taxpayers for every BIR region.

Compliance to this regulation is a challenge due to the difficulty of the requirements. The BIR created a special task force called Computerized Systems Evaluation Team (CSET), composed of members from the audit, IT, quality assurance and field auditor from revenue district to enforce and to monitor compliance.

This one-day training is to provide guidance and assistance to contractors, construction companies, and property developers -- especially those who are interested to join in government-related projects. Discussion will cover everything from BIR's regulations and rulings, to presentation and actual system demonstration (which is part of the BIR requirement). Also, get first-hand information, valuable tips, actionable advice from the expert to address your compliance issues and avoid those dreaded penalties. Course Director & Lecturer: Bienvenido Constantino, CPA -- He is the Founder & CEO of Helix Software Technologies, an Australian IT firm specializing in cloud technologies designed for SME, large enterprises as well as for LGUs. He is a seasoned lecturer and a CPA practitioner. He has assisted many large enterprises achieved BIR-CAS compliance including A. Soriano Corp, Mirant, Micro-D, Trends and Technologies, Mighty Corporation, Equi-Parco Construction Company, Bounty Agro and PCSO. His extensive experience include having worked as IT Project Director of World Bank projects with the Commission on Audit and the Department of Energy as well as in various USAID initiatives. He finished his bachelor's degree in accountancy from the University of the Philippines.

Session 1
• Updates and discussion of BIR regulations and rulings related to CAS.

Session 2

• Discuss the process and the requirements.

Session 3
• Show sample model of tax reports generated by the system

• Give out copies of the tax reports generated by the system for the participants to go over and check
• Open the floor for questions and discussions

Session 4
• Discussion of actual scenarios and cases of CAS accreditation
• Show sample power point presentation and perform a sample CAS demo.

Q&A: The lecturer will provide opportunities for a question and answer segment at the end of each topic.

Lecture Break time: There will be a 20-minute break in the morning and afternoon sessions and a one hour lunch break from 12 noon to 1pm.
